Forever21 is infamous for blatantly copying artists...
That is no secret.
Forever21 has also been sued numerous times, but this time it seems serious!

Trovata is actually suing forever21 not for the design in general but the placement of the buttons and stitching.
of course you cannot copyright clothes (for now anyway) but you can copyright LOGOs placed on shirts. hmmm...
